Abstract

There are continuum development phenomenon in Indonesia on reformation era such as increasing agriculture commodity import,weak coordination among government institution, sector, and region, bad cooperative among sector and regional, asimetric policy, sustainable poverty, width of disparity, neoliberalism scheme to agriculture and rural area,and insitutional conflict.Evaluation and corrective action could be needed for improving frame of reference planner in development formulation and controll. Planning be supported by rationality, felt need, aestetic, ethic that accomply with objective and universal instrument. Planner should make good formulation and decision of public policy for reduction poverty dan pro-poor plicies, not reverse make pooerts). If the planner make strength policy for poverty reduction, so planner role as propulsive power in development; reverse if planner emerge social disaster or distortion, planner exist in absurd although the planner have extrapolation ability dan scientific approach. Rationality, aesthetic, ethic of planner need retrospection in orde to functioned of development planning. Responsibility, honesty, fairness, equity should be internalized in planner value based on trusty.
