Abstract

Cooperative has a very important role in the national economy. Of the total number of 25 563 primary cooperatives in West Java, 39 % are not active, while only 22.22% of healthy cooperatives. Average members participation is only around 60 %, even less. The main cause of the slow development of cooperative are the low performance of the boards in managing cooperative and low understanding of the members to their cooperative. Various trainings have been conducted, but the results are still far from satisfactory. The purpose of the study as to identify and asses aspects related to education and training for boards and members of cooperatives conducted by several cooperative training institutes in West Java, so it can produce a series of recommendations in the form of programs, policies, and formulation of the conceptual model of cooperative development through education and training, as a reference for cooperative training implementation agencies in order to improve the performance of boards and members of cooperatives. This research was conducted with a qualitative approach and descriptive method. The research results show that there are some s+nilerities and differences of the three training institutions (Balatkop, Lapenk.op and ?uskopdit), in process of education and training, which occurs due to the different sources of -riding, state agencies, the status of trainers, and training objectives. Based on the excess or ack of training process at the three institutions, in order to develop cooperatives in West ava then drafted a conceptual model of cooperative development, namely conceptual model of cooperative development by the cooperative training institutions dan secondary cooperatives (Center for Cooperative) to the primary cooperatives to become a large-scale / ooperative, to improve members welfare. Conceptual model recommended as a reference for cooperative education and training implementation agencies in order to improve the performance of boards and members of cooperative (cooperative itself).
